Upgrade to Regional Referee

Overview

Current U.S. Soccer Referees interested in advancing through the referee pathway to officiate regional and adult competitions, including NPSL, USL-2, USL-W, & Lamar Hunt Open Cup. If you are interested in upgrading at some point in the future, please submit the interest form below, and the State Director of Assessment (SDA) will be in contact to support you through the journey (SDA@pawest-soccer.org).

Regional Referees make up less than 3% of the total referee population, therefore they feature a small number of referees who, after meeting the requirements, are utilized to referee some of the top games in the area, state and region. Referees are required to meet these requirements every yar to maintain their regional referee badge, this will ensure their performance on the field and at the fitness test continues to meet the standards of a regional referee. Referees will be downgraded to a referee badge if they do not or can not meet the requirements in a subsequent year.

Upgrade Requirements

  1. Must be 18 years of age or older
  2. Must have held a referee license for at least the two (2) previous registration years
  3. 25 games a referee at the adult amateur level as a U.S. Soccer Match Official
  4. 15 games as an assistant referee at the adult amateur level as a U.S. Soccer Match Official
  5. Passing fitness test (FIFA Women’s Referee Test) [Male-Category 1] [Female-Category 3]
  6. Three (3) passing evaluations, as a referee, within the previous registration year: Two (2) as the adult amateur level, One (1) at the highest youth level in the state. (U18 or U19) [2 x 45 minute halves]

*The highest youth level (U18 or U19) can be submitted for an adut match. However, an adult match can not substitute for a youth level. Meaning you can do your evaluations on three (3) adult matches to upgrade, but you may not do one (1) adult match, and two (2) youth matches to upgrade.

Summary

From the moment you submit an interest form, it can take anywhere between 12 and 36 months to upgrade. Therefore, what should you do in the meantime? Here are some suggestions below:

A) Maintain a game log, tracking your Centers and ARs, at the adult level, as this will be required to submit during your official upgrade process

B) Reach out to the adult assignors (which can be found in the Referee Policies and Procedures Handbook for adult leagues) for assignments at this level, to assist you in reaching the game count

C) Look out for e-mails from the State Referee Committee (SRC) regarding events, trainings, and development opportunities

D) Prepare for your fitness test, by training and practicing to ensure you can pass it during your upgrade period

E) Once you meet the requirements, you will request your evaluations and register fo a fitness test, via OMS

If you are moving/transferring from another state to PA West as a regional referee, please e-mail the SDA as well, to assist you in the process. In addition, if you are from another state and need to travel to Western Pennsylvania for a maintanence/upgrade evaluation, please e-mail the SDA and CC a member of your SRC.
