2004 PA West Soccer
State Cup
Teams are invited to apply
to the 2004 PA West Soccer State Cup tournament. The purpose of this
competition is to determine the PA West Soccer Association champions and
representatives at the Region I Tournament of Champions. Teams wishing to participate
in the 2004 PA West Soccer State Cup should complete the tournament application
in its entirety and submit it to the State Office with the required items.
Applications must be postmarked no later than March 1, 2004 or hand delivered
to the State Office by March 1, 2004. (Teams entering the U18, U19,
U20 age groups have a separate deadline of April 15, 2004). Each
team is required to submit the following items:
1. Completed application
2. Entry fee of 375.00,
check made payable to PA West Soccer
3. Volunteer Bond check
of 200.00, separate check made payable to PA West Soccer
All teams must supply an
adult volunteer to work at the tournament for a minimum of two hours per
game, if needed. The bond will be refunded upon completion of team
responsibilities. Teams will be responsible for the completion of
a volunteer verification card for each game played. Clubs should
submit separate bond guarantees per team.
4. Requests for scheduling
variances.
SAT’s, PSAT’s, and graduation
exercises are the only requests that will be considered. If possible,
these requests will be honored if submitted by the March 1, 2004 deadline.

Approved State Cup Rules
The Youth Board approved
the Cup Committee’s three recommendations for rules to be added to the
Youth Division Playing rules as a foundation for future State Cup competitions.
1. The State Cup will always
use playing groups of four (4) teams up to three (3) playing groups.
The top four (4) teams from the previous year’s State Cup shall be seeded
according to finish, contingent upon proof of team continuity. (All
other teams will play single-elimination games play-in matches for the
remaining group-play openings.)
2. State Cup will use the
tiebreakers used by the Region I Championships. Group play points
will include 3 points for a win, 1 point for a tie, 0 for a loss, 1 point
for a shutout.
3. U12 and U13 teams will
be required to play in a PA West Soccer sanctioned league during both the
fall and spring playing sessions to be eligible for entry into the State
Cup.
